Most of the Monquistador companions aren't too great - in the case of the Monquistador Crossbowman, it is notable that he only has two Epics, and the ones that he can train aren't some of the best ones. He may not be of much use to you in higher level worlds, but be sure to not let him fall behind too much, in the case that he does show up in battles.
At his promotion, giving him Overwatch is a safe bet. It will allow for an extra hit when an enemy approaches, which is especially helpful to weaken melee enemies towards the start of each battle. If you wish, Double Tap would also work fairly well on this companion, thought Overwatch may activate more frequently; giving him Double Tap allows him to take on the role of finishing off weakened enemies, letting your hard hitters (especially your Pirate, as Buccaneers recruit him) focus on the tougher enemies left in the fight.
