Zeena is the only companion in the game that can train Burst Fire 3, allowing her to activate Burst Fire more often when an enemy is wounded. Wounded simply means below 100% Health, and the chance of it activating more increases as the enemy's health drops. Add an Agility buff or two and you will see her Burst Fire activating much more!
With her Double Tap, you can use her to finish off enemies when they are low on Health. If her initial hit doesn't finish them off, it's likely that, with such low Health, Burst Fire will activate, activating Double Tap and then attacking another enemy - where Burst Fire could go off again! For her final Epic, choose Overwatch. Burst Fire can chain off of this, too, bringing the enemy down to around half Health before they even reach your front lines!
